Both Phifer and Quezada have criminal records and have a history of drug addiction.
Quezada admitted to burglary in 2010. Tragically, Leiliana’s grandmother, Alisa Clakely, had contacted Child Protective Services about bruises she saw on the girl’s face.
Leiliana’s death comes at a time when the Texas CPS had been accused of ignoring suspected cases of child abuse.
So, it is possible Leiliana’s death may have been prevented if the people responsible for helping children had been doing their job.
Both Quezada and Phifer could spend the rest of their lives in jail for Leiliana’s death. They face charges of felony injury to a child.
No court dates have been set. Rest in Peace, sweet angel.
